Parksville, and maybe Qualicum Beach, have complained that development cost charges for new house construction in French Creek are too low. Parksville and QB complain that they lose development and contributions to their own infrastructure needs because of low development costs in French Creek.
EPCOR has just advertised on Sept. 24 that it has applied for an increase in what local governments call a portion of Development Cost Charge (DCC).
If approved by the Comptroller of Water Rights the fee for just connecting to EPCOR's water system ($19,000) I believe will be more than Parksville's whole DCC that covers a myriad of projected infrastructure needs, not just waterworks.
The previous high I had heard of for a DCC or Contribution was $15,000 by an Improvement District in Cedar. IN AID OF CONSTRUCTION CHARGE
EFFECTIVE SEPTEMBER 1,2015
Notice is hereby given that EPCOR Water (West) Inc. is seeking approval from the Comptroller of Water Rights for an increase to its Contribution in Aid of Construction Charge.The Contribution in Aid of Construction Charge is applicable to new customers (developers) applying to become part of the authorized service area of the utility.
On August 31, 2015, EPCOR Water (West) Inc. applied to the Comptroller of Water Rights for an interim increase to its Contribution in Aid of Construction Charge (Schedule B, Water Tariff No. 4) from $8,500 to $19,000 for each unit qualifying as authorized premises.
EPCOR Water (West) Inc. has requested that the Comptroller of Water Rights approve this charge on an interim refundable basis effective September 1,2015. The charge will remain interim and refundable subject to the final decision by the
Comptroller of Water Rights.
