I find it absolutely incredible that these two phrases can be used in the same paragraph:
Run-of-River generating facility
and
16.5 Km long and 10m wide diversion tunnel.
Has nobody else twigged to this? This whole process of building "green" power has, as is so usual, been preverted by mission creep and by human (BC Liberal?) nature.
I was talking about all these IPP projects at a KAIROS meeting the other day. Run-of-the-river is sticking a "water wheel" in the channel and extracting whatever energy can be had, not building weirs, diversion dams and penstocks (diversion tunnels by another name).
Two other thoughts.
Aren't large hydroelectric projects supposed to be handled by BC Hydro? Isn't this a large project? Or do they get around it by saying this is a series of small projects?
Is all this part of TILMA or will it eventually be tied up by TILMA?
Most power in Alberta is produced by private generation companies. I will predict that most of the IPP's will be bought up by Alberta companies Transalta, ATCO, TransCanada Pipe and EPCOR within ten years.
By the way Manitoba Hydro is proposing two more large power projects in northern Manitoba and will be producing the power in the 10 cents per kwH range.
